John Mbadi has declared that he is a stickler for forming a plan, and sticking to it. One of the major plans is the spending one, the Budget.
Ideally, what is not in the budget should not be spent on unless there is compelling reason. But, the National Treasury Cabinet Secretary previously admitted that President William Ruto’s directives are made yet are not in the plan and there are no funds to implement it, exerting pressure on the money ministry to make it happen even when there are no finances for it.
