According to BBC Sport, Bournemouth value the 22-year-old at around £80 million amid growing interest from Premier League rivals Manchester United and Arsenal.
Scott, who has entered the final two years of his contract, remains a target for several top-flight clubs ahead of the close of the summer transfer window.
It is unclear whether Chelsea will return with an improved offer for the England midfielder.
The Blues have already strengthened Xabi Alonso’s squad with the signings of Morgan Rogers, Marco Palestra, Emmanuel Emegha, Geovany Quenda and Valentin Barco.
