A Nairobi lawyer has filed a constitutional petition seeking to stop the implementation of the Traffic (Motor Vehicle Inspection) Rules, 2026.
Public interest litigant Charles Mugane argues that the NTSA failed to conduct adequate public consultation before publishing the regulations.
The petition asks the High Court to suspend the rules, which are due to take effect on July 1 and require annual inspections for privately owned and government vehicles older than four years.
The case also challenges the inspection fees, mandatory payment through the eCitizen platform and the legality of the Legal Notice introducing the new inspection regime.
The petition is pending directions on the urgency application.
