
The Kampala Capital City Authority (KCCA) City Hall Court has remanded two individuals to Luzira prison on charges of unauthorised possession of Uganda National Examinations Board (UNEB) materials, in violation of the UNEB Act.
The accused, Hillary Abaasabyona, 27, a resident of Kakika Cell, North Division in Mbarara City, and Rinet Tusubira, 24, of Muyenga Zone, Buwenge Town Council in Jinja district appeared before senior principal grade one magistrate Nicholas Aisu on Monday.
They face three counts, including forgery, offences related to official stamps under the Penal Code Act, and conspiracy to commit a felony. According to the prosecution, Tusubira was found in unlawful possession of UNEB examination materials in October 2025, allegedly knowing the content was unauthorised and intending to use it.
Prosecutors further allege that between November 2024 and October 2025, Abaasabyona forged several official documents, including UACE examination papers, university transcripts, certificates, identity cards, and security seals from Kyambogo University, Makerere University, and Bishop Stuart University.
It is also alleged that in June 2025, Tusubira and Abaasabyona conspired to forge a Kyambogo University Grade III teacher’s certificate and an examination result slip in Tusubira’s name, suggesting a coordinated effort to falsify academic credentials.
While Abaasabyona denied all charges, Tusubira pleaded guilty. However, State Attorney Mercy Yamangusho told court that the prosecution was not ready to present the brief facts outlining how the offences were committed and requested more time to prepare.
Magistrate Aisu consequently remanded both accused to Luzira Prison until October 17, when the prosecution is expected to present the case facts before Tusubira is convicted.
The arraignment comes just hours after UNEB officially commenced the 2024 Uganda Certificate of Education (UCE) examinations across the country, marking a critical period in the academic calendar.
