The Senate confirmed Aminu Yusuf as Chairman of the National Population Commission (NPC), following the presentation of the screening report by the Chairman of the Senate Committee on National Identity and National Population, Senator Victor Umeh, during plenary on Tuesday.
Umeh, representing Anambra Central, said the nominees were thoroughly screened and found suitable for their roles. “The nominees appeared before the committee on October 14, 2025.
No petitions or criminal complaints were received against them, and they demonstrated competence and preparedness for their positions,” he said.
The screened nominees are:

Joseph Haruna Kigbu (Nasarawa State) – Commissioner

Tonga Betara Bularafa (Yobe State) – Commissioner
The committee ensured due diligence by reviewing curriculum vitae, Code of Conduct Bureau clearance certificates, police and DSS reports. Each nominee made a presentation and participated in a detailed question-and-answer session to assess their understanding of the commission’s mandate.
Satisfied with their qualifications and experience, the Senate resolved into the Committee of the Whole to formally consider and approve the committee’s recommendations.
