Nairobi City County Governor Johnson Sakaja says he sought President William Ruto’s intervention to bolster service delivery in three critical areas: solid waste management, water supply, and roads.
Sakaja maintains that he has not ceded these functions but instead entered into a lawful collaboration with the national government. He argues that the arrangement does not amount to a transfer of functions, distinguishing it from the deal struck by former governor Mike Sonko, which he says plunged the county into billions of shillings in debt, eroded staff morale, and contravened devolution statutes.
