The Directorate of Traffic and Road Safety has unveiled a detailed traffic plan to manage movement during the nomination of presidential candidates for the 2026 General Elections, set for September 23 and 24, 2025.
According to the plan, designed under the supervision of AIGP Lawrence Nuwabiine, candidates will not be allowed to drive through the heart of Kampala.
Key city arteries such as Kampala Road will remain off-limits in order to minimise congestion and enhance security around the nomination venue.
Designated nomination route
Traffic police spokesperson SP Michael Kananura announced that all presidential aspirants will use a specially designated corridor starting from Kampala City Centre, through Yusuf Lule Road, Mulago traffic lights, City Mortuary traffic lights, Kubiri traffic lights, Bwaise Flyover, the Northern Bypass, Busega Roundabout, Kajjansi Flyover, Old Entebbe Road, Lweza Fuelex, and finally Kigo Road Junction, which leads to the nomination venue.
“These routes have been carefully selected to ensure smooth traffic flow and maximum security during the nomination exercise,” Kananura explained, urging the public to strictly adhere to the guidelines.
Parking and access
Parking at the main venue will be restricted to candidates and their immediate teams. Invited guests will park at St. Joseph’s Church of Uganda in Lweza. Security teams will provide clearly marked vehicle stickers for easy identification and access.
Planned diversions
To decongest the Entebbe Expressway and surrounding roads, a series of diversions will be enforced starting 5:00 am on both nomination days until the close of activities:
Kisubi: Traffic will be diverted to Nakawuka Road to ease congestion on the Entebbe highway.
Kajjansi Flyover: Vehicles will be rerouted to the Munyonyo Spur for access to the city centre.
Lweza Fuelex/Kigo Junction: Motorists from Kampala will be diverted toward the Kajjansi Flyover.
Kigo Rehabilitation Centre Junction: Candidates exiting the nomination venue will be directed toward Kigo Road.
Kigo Furniture Junction: Motorists entering Kigo Road will be redirected to continue along the Munyonyo Spur/Kajjansi Expressway.
Residents living within the restricted zones will be permitted to access their homes but must display special stickers issued by the security team.
Restrictions and enforcement
Police have emphasised that motorcycles (boda bodas) will not be allowed beyond designated cut-off points. Traffic officers will regulate all junctions and access roads, holding vehicles at least 50 metres from key intersections when candidates are on the move.
Violators of the traffic plan will face penalties under existing traffic laws and regulations.
“We urge the public and participants to follow all instructions from traffic and security officers on duty,” Kananura said.
“Ensure your vehicle sticker is clearly displayed, exercise patience, and maintain discipline to guarantee a peaceful and successful nomination exercise.”
The Traffic Directorate has further advised presidential aspirants, supporters, and residents in affected areas to plan their journeys early to avoid unnecessary delays. Security agencies have also appealed to the public to avoid crowding or creating chaos along the designated routes.
