The Osun State House of Assembly has passed the Osun State Local Government Accounts Administration Bill, 2025—legislation aimed at regulating the opening, management, and operation of local government accounts across the state.
According to the Assembly, the passage of the bill marks a major milestone in advancing financial governance, accountability, and transparency within Osun’s 30 local government areas and area councils.
A statement signed by the Chief Press Secretary to the Speaker, Olamide Tiamiyu, and obtained in Osogbo on Friday, explained that the new law is anchored on Section 7(1) of the 1999 Constitution (as amended), which empowers state assemblies to legislate on local government administration and finances.
The statement noted: “The bill seeks to enhance accountability, prevent financial mismanagement, and ensure strict adherence to statutory fiscal procedures at the local government level.”
Under the new framework, only Directors of Finance and Directors of Administration and General Services in the respective LGAs will be authorised signatories to local government accounts. Political office holders and their appointees are expressly barred from serving as signatories—an action widely seen as an effort to curb political interference and safeguard public funds.
Addressing lawmakers shortly after the bill’s passage, Speaker Adewale Egbedun disclosed that a clean copy would be forwarded to Governor Ademola Adeleke for assent.
He added that once enacted, the legislation would promote stronger financial discipline, institutional integrity, and improved service delivery at the grassroots.
The development comes weeks after the Assembly passed the Islamic and Traditional Marriages (Registration) Bill and the Water Users’ Association (Irrigation) Bill on November 10, 2025.
At the time, Tiamiyu described the two bills as “landmark legislation” geared toward strengthening social institutions and boosting agricultural development in the state, following extensive committee reviews and clause-by-clause adoption during plenary presided over by Egbedun.
