The Nigerian Communications Commission (NCC) and the Nigeria Security and Civil Defence Corps (NSCDC) have warned construction companies and contractors to stop damaging fibre-optic cables during roadworks and civil projects, stressing that such acts now constitute criminal offences and will be prosecuted.
In a joint statement, the agencies described fibre-optic networks as critical national infrastructure, essential for Nigeria’s digital economy, emergency services, government operations, and nationwide communications.
They noted that negligence or unauthorised excavation that damages these networks will attract strict legal sanctions under the Cybercrimes (Prohibition, Prevention, etc.) Act 2015 and the Designation and Protection of Critical National Information Infrastructure (CNII) Order 2024.
The NCC and NSCDC urged federal, state, and local government agencies, utility providers, and private developers to verify fibre routes before starting construction, coordinate with relevant authorities, and comply with approved excavation and right-of-way guidelines.
They also encouraged the public to report acts of damage or sabotage to the nearest NSCDC office or via official communication channels to ensure swift response and mitigation.
