The Katsina State Government has intensified efforts to block revenue leakages with the full implementation of the Treasury Single Account (TSA) across all Ministries, Departments and Agencies (MDAs).
The Commissioner for Finance, Bello Kagara, disclosed this during a training and engagement session for permanent secretaries and chief executive officers of MDAs, organised ahead of the statewide adoption of the TSA.
Kagara explained that the TSA is a key fiscal reform designed to strengthen transparency, accountability and efficiency in the management of public funds, in line with the reform agenda of Governor Dikko Umaru Radda.
He said beyond curbing revenue leakages, the TSA would enhance financial planning and ensure that public funds are deployed strictly in line with government priorities, thereby reducing wastage and inefficiencies.
“The objective of this training is to block leakages, improve revenue generation and strengthen expenditure control, while ensuring that all public spending aligns strictly with approved plans and programmes,” the commissioner said.
According to him, the capacity-building exercise was designed to ensure that senior administrative and accounting officers clearly understand the rules, technical requirements and responsibilities associated with operating the TSA framework.
He stressed that permanent secretaries and chief executive officers play a central role in supervising fund management within their respective MDAs, noting that their cooperation is critical to the successful implementation of the policy.
Kagara commended participants for their active engagement during the session and praised the facilitators for simplifying what he described as a highly technical system to promote compliance and effective implementation.
Also speaking, the Director-General of the Katsina Investment Promotion Agency (KIPA), Ibrahim Tukur Jimkashi, said the introduction of the TSA and other digital governance tools reflects the state government’s commitment to modernising public administration and strengthening fiscal discipline.
Jimkashi noted that the TSA aligns with national e-governance reforms aimed at promoting openness and eliminating leakages in public finance management, adding that proper understanding of the system by operators is essential for its success.
