
Former Director General of the Nigerian Army Resource Centre (NARC), Major General Garba Wahab (rtd), has emphasized the importance of understanding the culture of the environment when developing effective military strategies.
Speaking during his valedictory speech at a colourful send-forth ceremony organized in his honour by NARC’s new leadership, Wahab explained that cultural awareness plays a pivotal role in both kinetic and non-kinetic operations.
“What is frowned upon in one culture may be celebrated in another. Therefore, before designing any military strategy, it is vital to factor in the culture of the people involved,” Wahab said.
He recalled a personal experience during his studies at King’s College, London, in 2003, where cultural differences shaped perceptions of communication and trust:
“I was told that, in their culture, maintaining eye contact shows confidence and honesty. But in my culture, looking a superior straight in the eye is seen as defiance. This shows why understanding the culture of the environment is critical when crafting strategies.”
Wahab stressed that military personnel must respect the values, norms, and sensitivities of the communities they operate in to build trust and achieve mission objectives.
Earlier in his remarks, the current Director General of NARC, Major General James Myam, praised Wahab’s distinguished service and described him as “a shining star whose career has left an indelible mark on the Nigerian Army”.
