
The Federal Government has officially launched the full-scale implementation of its 1Government Cloud (1Gov) Digitalisation Project, a transformative platform designed to enable paperless governance across all Ministries, Departments, and Agencies (MDAs).
The initiative, championed by Galaxy Backbone Limited (GBB) under the Sovereign Digitalisation Programme, is a major step toward modernising public administration and achieving Nigeria’s long-term digital transformation goals.
Several MDAs have already begun implementation, including:
- The Federal Ministry of Communications, Innovation & Digital Economy
- Ministry of Solid Minerals
- Ministry of Steel Development
- Ministry of Foreign Affairs
- Federal Ministry of Justice
- Federal Airports Authority of Nigeria (FAAN)
- Federal Ministry of Intergovernmental Affairs
What is the 1Gov Cloud?
The 1Government Cloud is a sovereign digital platform that consolidates core ICT tools required to run a modern, efficient, and paperless government. It brings all MDAs onto a single, secure cloud infrastructure equipped with:
- GovDrive: Encrypted digital file storage and management
- GovECMS: Enterprise content management and automated workflow system
- GovMail: Government-exclusive email and communication network
- GovE-Sign: Legally recognised digital signatures
- GovConference: Secure video and audio conferencing tools
- GovOTP: Multi-factor identity authentication
- GovAsset Management: Unified government asset registry
- GovCollaboration Tools: Real-time chat, document sharing, and task management
Cutting Costs, Improving Efficiency
According to Programme Director of the 1Gov Cloud, Wumi Oghoetuoma, the platform is aimed at streamlining service delivery, cutting bureaucratic delays, and drastically reducing operational costs across government.
“This initiative will eliminate bottlenecks, lower the costs associated with printing and file storage, and improve transparency in public service operations,” Oghoetuoma said.
He added that consolidating operations on a centralised platform will also enhance the security of sensitive government data and foster quicker decision-making.
“We’re building a digital ecosystem that unites MDAs under a single purpose to serve Nigerians more efficiently. That’s what the Renewed Hope Agenda envisions,” he added.
Oghoetuoma praised the Office of the Head of Civil Service of the Federation (HCSF) for adopting a phased rollout approach that includes intensive staff training and infrastructure upgrades.
‘A New Era for Nigerian Governance’
Ibrahim Adeyanju, Managing Director of Galaxy Backbone, described the 1Gov Cloud as a defining moment in Nigeria’s digital evolution.
“With this platform, we are building a smarter, faster, and more secure government. This is not just digitalisation, it’s a complete transformation of how government works,” Adeyanju stated.
He noted that the shift will ultimately lead to better services for citizens and a more globally competitive government.
A senior official at the Ministry of Foreign Affairs, who spoke anonymously, added that a sovereign digital system would bolster Nigeria’s diplomatic communication channels and improve responsiveness on the international stage.
MDAs Must Go Paperless by December 2025
In June, the Head of the Civil Service of the Federation, Didi Esther Walson-Jack, issued a directive mandating all MDAs to fully digitise operations by December 31, 2025.
The directive aligns with the Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP 25), which aims to:
- Modernise internal processes
- Strengthen performance management
- Promote end-to-end digital service delivery
The 1Gov platform is a central part of this strategy and marks a key milestone in achieving the Renewed Hope Agenda of President Bola Ahmed Tinubu, which prioritises efficiency, transparency, and citizen-focused service delivery.
