The latest World Bank Digital Government Maturity Index for 2025 shows Egypt leaping 47 places to rank 22nd globally, solidifying its position among the world’s leading digital governments in Category A, the index’s highest tier.
The country achieved a maturity score of 0.911 out of 1, a significant improvement from its 69th-place ranking and score of 0.751 in the 2022 edition.
The report highlights substantial progress across all four core pillars of the index. Egypt’s score for supporting core government systems and automation rose to 0.916 from 0.783, while digital government service delivery improved to 0.962 from 0.795. Digital participation and citizen engagement increased sharply to 0.896 from 0.626, and the digital government enablers pillar advanced to 0.869 from 0.802.
Commenting on the results, Minister of Communications and Information Technology, Amr Talaat said the achievement reflects the success of the Digital Egypt strategy and the Ministry’s efforts to accelerate digital transformation and build a robust digital government ecosystem.
Talaat noted that initiatives have focused on automating government processes, expanding digital services via the Digital Egypt platform, promoting modern technologies across government workflows, and providing technical support for platforms that enhance citizen engagement. He added that these measures are complemented by strengthened digital infrastructure and supportive policies, including the Open Data Policy.
The minister emphasized that developing digital capacities remains a priority, citing integrated programmes to train specialized technology professionals and enhance the digital skills of public-sector employees, enabling government institutions to adopt and deploy emerging technologies effectively.
Talaat also highlighted the Ministry’s commitment to fostering innovation in government technology through initiatives such as the Government Innovation Lab at the Digital Egypt Innovation Centre in Giza, which supports start-ups in the govtech sector and aims to enhance the quality of digital government services.
