The Bureau of Public Service Reforms (BPSR) has ranked the Nigerian Communications Commission (NCC) among the top three Ministries, Departments and Agencies (MDAs) of the Federal Government for Best Website Performance in 2025.
The recognition comes barely three weeks after the NCC was named among the top five best-performing Federal Government agencies by the Presidential Enabling Business Environment Council (PEBEC), further underscoring the Commission’s consistent investment in technology-driven service delivery.
According to the BPSR 2024/2025 Website Performance Scorecard, the NCC placed second overall, behind Galaxy Backbone Limited, which ranked first, while the Nigeria Export Promotion Council (NEPC) came third. A total of 235 MDAs were assessed in the exercise.
The evaluation was conducted using 14 key performance criteria, including compliance with the .gov.ng domain, website design and aesthetics, content quality, relevance to mandate and government policy, structure, responsiveness across devices, security, load time, usability, uptime and availability, functionality, interactivity, accessibility, and capacity building.
The announcement was made during the official release of the Federal Government 2024/2025 Website Performance Scorecard at the Federal Ministry of Finance Auditorium, Abuja, on Monday, December 22, 2025, while the formal award presentation took place at the BPSR Headquarters on Tuesday, December 23, 2025.
The award, a key metric under the National e-Government Masterplan for measuring Nigeria’s e-Government status, recognizes the NCC’s commitment to maintaining a world-class digital platform that enhances transparency and public service delivery.
Receiving the award on behalf of the Executive Vice Chairman of the NCC, Aminu Maida, the Executive Commissioner, Technical Services, Engr. Abraham Oshadami, thanked the BPSR for the recognition, describing it as:
Presenting the awards, the Director-General of BPSR, Dasuki Ibrahim Arabi, commended the top-ranked MDAs for maintaining globally competitive and policy-compliant websites, noting that the initiative promotes transparency, accountability, and openness in governance.
He explained that the annual scorecard has, over the past six years, encouraged MDAs to embrace reforms aligned with the current administration’s Renewed Hope Agenda, especially in deploying technology for effective governance.
“The use of technology for service delivery has become imperative, particularly in the aftermath of the COVID-19 pandemic, which reshaped governance systems globally toward competitiveness, cost-effectiveness, and agility”, Arabi said.
He added that the scorecard exercise forms part of BPSR’s broader reform mandate to identify best practices, improve access to government information, facilitate seamless transactions, curb corruption and cyber risks, and enhance citizens’ access to public services.
Arabi further noted that the rankings were produced through a rigorous and transparent evaluation process, carried out by an inter-ministerial jury and validated through a quality assurance mechanism.
